To enchant a fishing rod, you'll need an Enchant Relic . If you've reached Level 30 , you can purchase them from Merlin at the top of Sunstone Island for 11,000C$ - coordinates (-945, 220, -990).
Or, you can try your luck fishing. Keep an eye out for the cyan exclamation mark , which indicates you've hooked a Relic, though be prepared for slower reeling due to a 20% progress speed reduction . For those hunting Relics, The Depths is the easiest place to find them .
Once you've got an Enchant Relic, the next step is to visit the Keeper's Altar , the only location where fishing rods can be enchanted. The Altar is located inside the Statue of Sovereignty , accessed via a wooden elevator inside the cave.
Pay Cole 400C$ to use the elevator and head down to the Altar. When ready to enchant, equip the rod you want to upgrade and interact with the Altar at night . This will consume your Enchant Relic and apply a random enchantment to your rod. Since the enchantment is random, you might not get your desired effect on the first try, so be prepared to repeat the process if necessary.
